When I saw this pencil on ebay, I assumed that they meant "Welsh," not "Wales."  I was pleasantly surprised:  on the cap is imprinted "Wales 14k Gold Plated Made In USA".

Other than the shape of the cap, this pencil is identical to an Eagle Magnum Pointer.  If it wasn't made by Eagle, it was made under license using their parts.
